These exchange rights have not yet been perfected, although the District expects to <br />do so in 1999. <br />Inadvertent Storage <br />A final way that water may be stored in Platoro Reservoir is by "inadvertent storage." <br />Inadvertent storage occurs infrequently when inflows exceed the Reservoir outlet capacity. <br />Inadvertent storage may also result from measures to control flood waters at Magote and <br />LaSauces (there are requirements not to exceed 2,500 cfs at Magote nor 1,600 cfs at LaSauces). <br />Water inadvertently stored is usually released at the end of flood emergencies. By agreement, <br />Compact water is the first to be evacuated during times when flood space is needed in the <br />Reservoir, followed by District water, then water stored under direct flow rights. <br />Releases from Platoro Reservoir <br />The amount of District water made available to water uses varies each year depending on the <br />amount of storage in the General Pool. Water in the General Pool is then allocated to individual <br />ditches on a pro-rata basis proportionate to the amount of irrigated land under each ditch. <br />Allocations not claimed by ditches prior to a specific date (usually June l Ot'') are then made <br />available to the other ditches who purchased the first allocation. Total General Pool allocations <br />have averaged approximately 10,000 acre-feet over the past several years. In 1999, District water <br />was sold to ditches for $4.50 per acre-foot. <br />The District typically sets aside about 12,500 acre-feet of storage space in Platoro Reservoir for <br />storage under direct flow rights at a cost of $3.60 per acre-foot. A sample storage allocation sheet <br />is provided as Attachment 3. Attachment 4 shows actual storage water use (both District water <br />and direct flow storage water) by ditches during 1998. <br />Water releases from Platoro Reservoir may be made remotely from the District office in Manassa. <br />Each morning during the irrigation season, the Manager compiles orders for storage water, <br />including requests for District water in the General Pool, and water stored under individual direct <br />flow rights. These orders are then combined and the appropriate releases made in consultation <br />with the District 22 Water Commissioner. As mentioned, a 10 to 15 percent shrinkage is applied <br />to these releases. <br />Interaction with Water Division 3 <br />The District works closely with Division 3 and in particular the District 22 Water Commissioner <br />in operating Platoro Reservoir. The District Manager and Board members may participate in <br />annual Compact meetings and hearings when they are held in Colorado.
