Town of Rico River Corridor- Scope of Work- Detailed Narrative <br />The proposed scope of work provides a description of tasks to be accomplished as well as a cost estimate <br />of each task. The scope of work is designed to take into account the required funding accomplishment of <br />completed tasks by June 30, 2008 and to also offer some flexibility in task accomplishment due to <br />extreme weather patterns located within this geographic area. <br />To begin. in 2007 <br />I) Identify and map the locations of each individual parcel within the survey area. This preliminary <br />mapping will be the basis of all future surveying work and property determinations. At this point, a Title <br />Company will be important because they will be the ones to determine how each owner holds title and the <br />descriptions of what will be surveyed. The mapping at this stage will show the deed descriptions that <br />have conflicts, help set priorities and furn up project costs. All work done at this stage will be in the <br />office and should include several meetings with 3rd party owners, Town of Rico, and the Title <br />Company. Cost Estimate: $5000 <br />2) Collect field data regarding lines of occupation, evidence of original surveys, and pertinent <br />improvements for boundary line adjustments. During this stage we are attempting to create a map that <br />shows all of the "ground" information that will be used for the final mapping stage. All of this <br />information will be superimposed on the base mapping created in the first stage so that discussions can <br />begin about final boundary determinations. Cost Estimate: $20,000 <br />3) Create a boundary line agreement map that preserves the property rights of all affected parties. This is <br />the most difficult phase of the project because there will ultimately be disagreements regarding the <br />property determinations. It will require a good PR person who will be the point of contact far all <br />landowner discussions. The presentation of the data must be made in an objective way that allows <br />everyone to understand that unless a consensus is reached by all land owners then there will not be a <br />solution to the larger picture of Rico River corridor ownership. There are likely going to be multiple <br />iterations of maps, several community meetings, and many individual calls. We anticipate a serous of <br />survey staking needed to give each landowner confidence in the global solution. This map will evolve <br />into the "Boundary Line Agreement Plat" that will be filed with the Dolores County Clerk and <br />Recorder. All landowners affected will sign and agree to this map so that subsequent transfers of property <br />will refer to this document as the map of record for all River Corridor properties. Each property line will <br />be monumented in accordance with Colorado statute, Cost Estimate: $20,000 <br />To begin April of 2008- completed by June 30, 2008 <br />4) The final mapping and staking to take place will be to execute a subdivision plat in order to create the <br />"river corridor tracts" that the Town of Rico will acquire from Rico Renaissance. All property boundaries <br />created in this phase will be monumented in accordance with Colorado State Statute. This phase of the <br />project will be only between the Town of Rico and Rico Renaissance and should be a fairly simple, <br />objective process based on previously agreed upon donations of the River Corridor. Goal: The Town will <br />receive 2 insurable parcels lying adjacent to the Dolores River and Renaissance will have the remaining <br />lands lying outside the dedication area. Cost Estimate: $10,000 <br />
