<br />Guidelines and Specifications for Flood Hazard Mapping Partners [April 2003] <br /> <br />1.1.2 <br /> <br />Project Scoping <br /> <br />[February 2002] <br /> <br />The Project Scoping phase begins after a community's mapping needs have been identified and <br />FEMA and the community have decided to initiate a Flood Map Project to create or update the <br />FIRM, Building on the Mapping Needs Assessment, Project Scoping entails the following: <br /> <br />. Conducting background research and community outreach; <br /> <br />. Determining what flood hazard data (e.g" those data shown in effective PIS reports and <br />on effective F1RMs and FBFMs) can be used in the revised flood hazard analyses and/or <br />transferred without change to the new FIRM and FIS report; <br /> <br />. Identifying other data needed to complete the Flood Map Project and sources of those <br />data (e.g" base map, topography, cross sections, transects); <br /> <br />. Establishing priority levels for flooding sources to be analyzed and mapped; <br /> <br />. Determining whether the FIRM format should be countywide or community-based, <br />digital or manual, and what tiling scheme should be used; <br /> <br />. Developing schedules and cost estimates for the: components of the Flood Map Project; <br />and <br /> <br />· Assigning proj ect tasks to Mapping Partners and developing appropriate contracts or <br />agreements for completion of assigned work. <br /> <br />All Mapping Partners contributing to the Flood Map Project, including the affected communities, <br />will participate in the Project Scoping phase. The Project Scoping process is discussed in detail <br />in Section 1.3. <br /> <br />1.1.3 <br /> <br />Topographic and Flood Hazard Data Development/Report and <br />Map Production [February 2002] <br /> <br />After the Project Scoping phase has been completed and all contractual orders to initiate work <br />have been issued, the Topographic and Flood Hazard Data Development/Report and Map <br />Production phase of the Flood Map Project begins. This phase may entail the following: <br /> <br />· Developing and/or obtaining topographic and cross-section data needed for engineering <br />analyses and floodplain boundary delineations; <br /> <br />· Performing engineering analyses and delineating floodplain boundaries; <br /> <br />· Obtaining and preparing the base map for FIRM production; <br /> <br />· Digitizing directly from the effective FIRM those floodplain boundaries that are not <br />being updated; <br /> <br />1-5 <br /> <br />Section 1.1 <br />
