<br />Guidelines and Specificationsfor Flood Hazard Mapping Partners [April 2003] <br /> <br />If flood hazard studies in nearby communities are ongoing or recently completed the assigned <br />Mapping Partner also shall contact the entities responsible for those studies to determine whether <br />they contain data that are applicable to the planned Flood Map Project. <br /> <br />The assigned Mapping Partner shall use the Available Data Inventory template in Appendix I, <br />Subsection 1. of these Guidelines to document all re:search, including the agency that was <br />contacted, with the date, name of the person contacted, telephone number, and results of the <br />research. <br /> <br />1.3.1.7 Potential Obstacles <br /> <br />[February 2002] <br /> <br />The Project Management Team shall identify potential obstacles in an effort to leam of any <br />issues that could delay or prohibit the Flood Map Project. Some examples of potential obstacles <br />to completing the project in a timely fashion are the following: <br /> <br />. Inability to address mapping needs adequately with available funding; <br /> <br />. Difficulty coordinating community funding with FEMA funding; <br /> <br />. Lack of an available base map meeting FEMA minimum specifications (described in <br />Appendix K of these Guidelines); <br /> <br />. Hydrologic and/or hydraulic issues; <br /> <br />. Community concems; <br /> <br />· Reliance on other studies or data (e.g., topographic mapping) that will not be available <br />within the project's scheduling constraints; <br /> <br />. Needs not having as high a priority as originally identified; and <br /> <br />· Other considerations (FederaVState/non-governmental organizations, programmatic, <br />disaster-related, legal). <br /> <br />The Project Management Team shall explore potential issues on an ongoing basis. If potential <br />obstacles are identified that could halt or significantly hinder the completion of the project, the <br />Project Management Team shall evaluate all possible alternatives and develop an appropriate <br />course of action as soon as practicable. <br /> <br />A Potential Obstacle to Project Completion Checklist template is provided in Appendix I, <br />Subsection I.l.7 of these Guidelines. This checklist is a "living" document that should be <br />updated as necessary throughout the lifecycle of the project. <br /> <br />1.3.1.8 Draft Scope of Project <br /> <br />[February 2002] <br /> <br />The Flood Map Project team shall prepare draft Scope of Project under the direction of the <br />FEMA Lead. The draft Scope of Project is to be based on mapping needs determined during the <br />Mapping Needs Assessment phase and/or the research pOJiion of Project Scoping phase. <br /> <br />1-33 <br /> <br />Section 1.3 <br />
