March 2006 RCCD C peer Yumpu l~~ser Barin Implementation Plan • 21
5.0 PROJECTS SELECTED FOR IMPLEMENTATION
This section describes the projects selected for unplementation and includes the identification of
responsible parties, descriptions of major tasks, listing of required resources, budget estimates,
funding sources, and an implementation schedule. In addition, this section discusses an approach to
re-visiting and updating the 208 Plan anct this Insplementation Plan on a regular basis. For each project,
the following general information is presented:
• Project Description
• Management Team/Project Partners
• Major Project Tasks
• Required Resources
• Project Budget Estimates
• Potential Funding Sources
• Implementation Schedule
5.1 HEADGATE SURVEY
Project Description: A comprehensive headgate survey would be conducted in the Upper Yampa
Basin to gather information regarding existing headgates and streambank/stream conditions in the
vicinity of the headgates. Those headgates requiring repair/replacement would be identified in a
summary technical report. The ultimate goal of this project would be to reduce erosional release
associated with headgate operation, reduce streambank erosion, and increase efficiency of water
conveyance and use.
'This project would entail a detailed survey of the headgates in Routt County. It would involve
gathering, organizing, and reviewing existing data from the local office of the Colorado Division of
Water Resources (CD~`UR) and the IJSFS, as well as field visits/interviews with the ~~(/ater
Commissioners, RCCD Board member:>, and NRCS. Headgates for which data are not available
~,vould be field located with a Global Positioning System (GPS) and locations would be recorded
using GIS. Headgates and streambanks would be photographed and field notes taken indicating the
general conditions of the headgate, irrigation ditch, streambanks, floodplain, and stream. am-
indications of erosion and sediment release would be noted. an overall upper basin map would be
developed, showing the locations of headgates. a database would be prepared indicating the
].ieadgate location, construction date, construction materials, general headgate condition, streambank
condition, comments, and general recommendations. A technical report would be prepared
summarizing headgates needing to be repaired/replaced.
Management Team/Project Partners: RCCD; NRCS; CD~~'R; Routt Counr<-; Colorado
association of Conservation Districts (CaCD), UYWCD
Major Project Tasks: Major tasks include the fallo~~7ng:
• • Acquire funding.
RCCU * 1~lZi Pate Grow Rourl, .Surle 20/: I * S~le~unhorr6.S%~rrrr~r, CO S'0~87 * (9i0) di')-322
