C. EVALUATION OF OBJECTIVES AND TASKS <br />~ Objs~ctive 1: Preplanning and Coordination <br />Task: 1: Complete Restoration Design <br />The Restoration Team completed the design plans for the Stream Corridor Restoration <br />• Plan that identified the Best Management Practices to be used for restoration work. <br />Bec~iuse the restoration actions involved work along the stream and road over both public <br />and ;private property, permits were obtained from local, county and federal governments. <br />• These included: <br />• • Army Corps of Engineer's Section 404 Clean Water Act Nationwide Permit <br />• Town of Jamestown's Watershed District Permit <br />• Boulder County Land Use's Waiver of a Special Use Permit <br />• Boulder County Building Division's Grading Permit <br /> In acldition to obtaining permits, letters of approval from private and public property <br />~ own~:rs within the project corridor were required. All property owners were consulted with <br />• during the beginning stags of project design and were kept informed throughout project <br /> development. This early engagement of property owners helped to ensure public support <br /> for tine restoration effort. Letters of approval were obtained from private property owners <br /> as well as from the U.S. Forest Service's Boulder Ranger District. The Boulder County <br /> Transportation Department staff and the Boulder Ranger District staff met at the project <br />~ site i:o determine the boundaries between the forest land and County road. <br /> <br /> Task; 2: Information Sharing <br /> The James Creek Watershed Initiative has informed the community, stakeholders and <br /> partners in the restoration of the James Creek corridor in the following ways: <br />. Invitation to the public to join the Restoration Team <br /> • Monthly reports to the public at Town Board meetings of Jamestown <br /> • Public newsletter to stakeholders in winter 2003 with project updates <br /> • Project information at the Jim Creek Fest in summer 2003 and 2004 <br />• a Presentation at the Nonpoint Source Forum on September 10, 2003 <br /> • Presentation at the Boulder Creek Watershed Forum on July 22, 2003 <br /> Presentation at a Public Forum on September 20, 2004 in Jamestown <br />~ Minutes of Restoration Team meetings have been mailed to property owners <br />• within the project corridor <br /> Work has begun on developing a web site with completion date March 2005 <br /> • Watershed information board posting of the "work in progress" in Jamestown <br /> <br /> Task: 3: Develop Construction Plans <br />~ Wal:~h Environmental Scientists and Engineers, LLC (Walsh) received the contract and <br /> prepared a set of construct-to-build drawings for the projects that required technical <br />• expertise. Wildlands Restoration Volunteers provided the streambank bioengineering and <br /> vegeaation design plans. A map of the restoration sites was completed by Exponent <br /> Environmental as in-kind contribution to the project. In preparation for work to begin, a <br />• section line was posted at 100 ft to 1000 ft intervals along the project corridor. Fall 2004 <br /> restoration work was completed by AmeriCorps volunteers who were trained at the project <br /> sites on bioengineering techniques. <br /> <br /> <br /> <br /> 5 <br /> <br />
