EFFECTIVE CONDITION HYDRAULIC ANALYSES <br /> <br />3.1 FEMA Analyses <br /> <br />The effective Federal Emergency Management Agency (FEMA) Flood Insurance Study <br />(FIS) information for the City of Fort Collins (COFC), Colorado was obtained from the revised <br />FIS for the City of Fort Collins (March 18, 1996). Subsequently, two Letters of Map Revision <br />(LOMRs) have been approved by FEMA on portions of the Cache la Poudre River through Fort <br />Collins. The first LOMR became effective in December 1999 and documented hydraulic <br />modeling, flood profile, and floodplain mapping changes as a result of the Timberline Road and <br />Bridge construction. Hydraulic modeling changes associated with the 1999 LOMR were made to <br />the 1994 effective hydraulic models primarily in the Lower Reach. The second LOMR became <br />effective in November 2001 and documented hydraulic modeling, flood profile, and floodplain <br />mappi.ng changes as a result of improvements made to a drop structure and boat chute located <br />between the U.S. Highway 287 (North College Avenue) Bridge and the B.N.R.R. Bridge. <br />Hydraulic modeling changes associated with the 2001 LOMR were made to the 1994 effective <br />hydraulic models in the Upper Reach. <br />The pending 2005 Removal Action LOMR compiled and combined the 1994 Upper <br />Reach models (from the original 1996 FIS) and the 2001 LOMR models. Upon approval, the <br />revised condition models from the 2005 Removal Action LOMR will represent the regulatory <br />models for the Cache la Poudre River between Linden Street and U.S. Highway 287/College <br />Avenue. The 1994 original effective hydraulic models; the revised condition hydraulic models <br />from the 1999 LOMR; and the 2005 Removal Action LOMR models were obtained from the <br />City of Fort Collins and Anderson Consulting Engineers, Inc.'s files. Therefore, the effective <br />condition hydraulic models for the current study consist of models from the 1999 LOMR, the <br />2005 Removal Action LOMR, and the original 1994 analyses supporting the 1996 FIS. <br /> <br />3.1.1 Definition of Hydraulic Model/Modeling Reaches <br /> <br />Table 3.1 describes the source and the effective limits of each FEMA model utilized in <br />the current study. The 1999 LOMR, designating the portions of the 1994 hydraulic models that <br />were updated due to the construction of Timberline Road, was obtained from FEMA and is <br />located in Appendix B.1.1.
