* Up to 20% may be distributed to the clean energy development authority; and <br />* The remainder shall be distributed to the state forester. Restores the ability of the water <br />resources and power development authority to establish debt service reserve funds, and restricts <br />the applicability of such funds to watershed protection projects and forest health projects. Directs <br />the clean energy development authority and the state forester to use mo neys received from the <br />water resources and power development authority for watershed protection projects and forest <br />health projects. Instructs the state forester to use labor, when feasible, from the Colorado youth <br />corps or an accredited Colorado youth cor ps organization for watershed protection projects and <br />forest and forest health projects. Expands the definition of "projects" to include watershed <br />protection and forest health projects. Includes timber harvested during such projects as a source <br />of clean en ergy. Estab lishes aquatic nuisance <br />species laws to be administered by the division of parks and outdoor recreation and the division <br />of wildlife (divisions), in cooperation with the department of revenue and the commissioner of <br />agriculture. Allows the divisions, peace officers, and port of entry officers to inspect motor <br />vehicles and watercraft and any associated trailers or equipment (conveyances) upon reasonable <br />belief that an aquatic nuisance species is present and, in cooperation with the department of <br />revenue, to inspect conveyances at ports of entry.
