Directs the board to utilize such contract rights as the board <br />determines is appropriate for stre am flows in order to preserve or improve the natural <br />environment to a reasonable degree and to reduce evaporative losses from water stored at Bonny <br />reservoir that are accounted as being consumed by Colorado pursuant to the Republican river <br />compact. <br />
