The Town of Firestone has an approved Water
Conservation Plan on :file with the OWCDP as of December, 2007. One of the goals set forth in
that plan is to reduce residential water use by 4.7% and commercial use 13.4%, over a ten-year
planning horizon. To aid in achieving this goal, the Town proposes to conduct a water
conservation rate study, which at a minimum, will consider the following measures: seasonal
rates, increasing block rates and elimination the provision of a base water supply with the fixed
charges. The Town believes that with one or more of these options implemented cllstomers will
have a greater incentive to conserve.

The result of the rate study will be documented and presented in a fmal report, in January 2009.
Upon completion, th.e Town will begin targeting the savings of the conservation rate an,d
measure the success through tracking residential per capita use and analyzing individual
commercial accounts over the next five years. The Town predicts that this measure alone will
achieve 30/0 of its Residential goal and half of its Commercial goaL

The applicant is requesting $29,611 to aid in developing a Water Conservation Rate Study to be
im.plemented by the Town to achieve water savings. The applicant has demonstrated their
financial ability to provide 46.2% of the total project budget with matching funds in the form of

Flood Protection.
