APPENDIX A-1 Central Colorado Water Conservancy District -Ground Water
Management Subdistrict Augmentation Plan -Plan IDs 0103334, 0203334, 0303334,
0403334 & 0503334
Central Colorado Water Conservancy District (Central) is an umbrella organization that covers
well users under multiple ditch systems and ground water-only wells in Adams, Weld, and
Morgan Counties (see Figure 1). The Central District is composed of the following two
subdistricts that extend from about the City of Brighton down to the City of Fort Morgan,
including significant portions of the Beebe Draw and Boxelder Creek drainages:
• Groundwater Management Subdistrict (GMS)
• Well Augmentation Subdistrict (WAS)
The GMS subdistrict operated since 1973 under an SWSP until its augmentation plan (Case No.
02CW335) was decreed in May 2005. The Groundwater Appropriators of the South Platte
(GASP), formed in 1973, was dissolved in 2004 because of subsequent years of full-time river
calls and insufficient replacement supplies to replace its member wells' depletions. A number of
GASP wells joined the GMS subdistrict and other augmentation plans in Water District 64.
The information presented below is based on discussions with Central's engineer and review of
available information in HydroBase (Version 20060816). The number of wells associated with
the augmentation plan from sources reviewed for this effort is summarized in Table 1. For GMS
augmentation plan (Plan IDs 0103334, 0203334, 0303334, 0403334, and 0503334), the WD
identifier is generally the same as the Water District where the member well is located, with the
majority of member wells located in Water Districts 1 and 2. The Water District 99 identifier (ID
9903334) is recommended to represent the augmentation plan since the member wells are
located in the five Water Districts and, as discussed below, administration reaches for the plan do
not coincide with the Water Districts.
Table 1
Wells Associated with Central GMS Augmentation Plan (Plan ID 9903334)
Source Number of Wells
02CW335 decree 964
HydroBase associations (Version 20060816)* 929
Tied to acreage in GIS Irrigated Acreage Assessment** 857
User interview About 900
* Includes wells associated with the five GMS Plan IDs.
* * Subset of HydroBase association based on wells decreed for irrigation with decreed rates greater than 50 gpm and specifically
tied to lands in the 2001 Irrigated Acreage Assessment.
A number of possible explanations exist for the variation in number of wells listed in the decree
versus HydroBase, including:
• Some augmentation plan decrees allow wells to be added to the plan without re-adjudicating
the plan.
• Some of the listed HydroBase wells may be recharge wells, augmentation wells, or decreed
for other uses.
• Some wells may have been replaced and the original wells are still included in HydroBase.
A-3 of A-106
