Central Weld in the past, but the Town is currently constructing a
1.5 Million Gallon water storage tank.

c) Description of the Project.

Firestone's current rate structure is as follows:

Table 3 - Current Rate Structure

Rate for
Water Included Additional Water Add itional
in Base Rate Beyond Base Water per 1,000
Tap Size Base Rate (gal) (gal) gal
5/8" $22.75 5,000 5,001-15,000 $1.50
15,001-20,000 $1.75
above 20,000 $2.25
3/4" $34.25 7,000 7,001-15,000 $1.50
15,001-20,000 $1.75
above 20,000 $2.25
1" $57.00 12,000 above 12,000 $1.75
1.5" $136.50 30,000 above 30,000 $1.75
2" $227.50 50,000 above 50,000 $1.75
3" $524.75 115,000 above 115,000 $1.75
4" $932.00 204,000 above 204,000 $1.75
6" $2,095.50 460,000 above 460,000 $1.75

Firestone has never completed a formal rate study. As can be seen, their current
rate structure does not encourage water conservation. Firestone would like to
study their current cost of service, anticipated project needs, and water
conservation goals to establish new rates appropriate for the Town.

The objective of the rate study is to determine water rates for all customer
categories based on cost-of-service standards contained in AWWA Manual M1.
The Base-Extra Capacity cost allocation methodology will be utilized. Rates will
be developed to insure revenues are adequate to fund existing and anticipated
water enterprise expenditures.

As recommended in the recently completed 2007 Firestone Water Conservation
Plan, alternative rates that encourage conservation will be developed and
presented for consideration by the staff and Town Board.

Rate-making principles and alternative rate structures will be presented to the
Town Board. We will propose a maximum to three rate structures with one
identified as the preferred alternative.

The tasks associated with the Project include:

@ Clear Water Solutions, Inc.
Town of Firestone CWCB Water Efficiency Grant Application

':
