costs. Dave serves as the Town Engineer. Dave has the most knowledge of the
Town's infrastructure needs and will be completing a Non-Potable Water Master
Plan this year. This plan will identify infrastructure improvements to irrigate parks
and open space areas with non-potable water. Dave will develop costs
associated with these non-potable infrastructure improvements as well as
general capital improvements proposed for the Town. Cost associated with
these capital improvements will be factored into the Project.

Wes LaVanchy is the Town Administrator and will give, from the Town's
perspective, the Consultants advice and general direction on all aspects of the
Project. Wes will be paramount in the development of the rate study and serve
as the primary liaison between staff and the Town Board.

Carl Nelson is the Town Finance Director and will provide input on Town
revenues and cost of service. He will assist in the development of new rates and
be involved in discussions of cost of service rates versus water conservation
rates. Carl has the knowledge of current debt load, projected revenue needs,
etc.

Julie Pasillas is in charge of billings at the Town of Firestone. Julie has a good
understanding of and access to information such as water use per customer
category and revenues generated from each category.

3. a) Identification of retail water delivery by covered entity for past five years:

Table 1 - Past Five Years Water Use by Customer Category

2002 2003 2004 2005 2006
Customer
Class ( ac-ft)
Residential 723 720 925 1160 1308
Multi-Family 8 7 4 4 10
Commercial 112 158 46 72 137
I nd ustrial 6 6 7 7 7
Parks 22 33 53 116 122
Open Space 55 59 84 94 214
Total 924 982 1120 1454 1798
Population 4159 5034 5748 6564 7325
GPCD* 198 174 174 198 219

*gallons per capita per day

All water provided by Firestone at this time is surface water from the Colorado
Big Thompson (CBT) Project.

@ Clear Water Solutions, Inc.
Town of Firestone CWCB Water Efficiency Grant Application

~
