The City provides approximately 2,333 acre-feet of water per year to a population of
approximately 19,463. Approximately 95% of their customer accounts are residential. The City
anticipates a population growth rate of 3.5% per year, which according to SWSI will contribute to
their 22% identified gap by 2025. Water conservation is one method the City will use to help fill the
gap between water needs and water supplies. Through quantifying current water usage, developing
water conservation programs and measures to implement. and determining the benefit-cost of the
implementation, the City of Evans anticipates a 15% reduction in overall per-capita water use over a
ten-year plmming hOlizon (2009-2018). This would effectively reduce per-capita water use from
124 gallons per capita per day (OpeD) to 105 GPCD.

The applicant is requesting $31,572 to aid in developing a Water Conservation Plan that meets the
requirements outlined in SB 07-008. The applicant has demonstrated their financial ability to
provide 32.5% of the total project budget with matching funds in the form of $5,000 monetary
contributions and $10,220 in-kind contributions. Staff has reviewed and evaluated the grant
application and has determined that the proposal meets or exceeds the CWCB guidelines for
reviewing grant proposals.
