Charles Mesa Water District is requesting a grant thru HB04-1365. The District
currently serves 4023 water taps east of Pueblo with a service are of approximately 64 square
miles. In the past few years the District has been experiencing an increase in it's unaccounted for
water. In an effort to determine the cause of the increase the District has engaged Young
Technology Group to help develop a plan to reduce the loss. This will include a review of current
water accounting practices, possible leak detection survey, analyzing the Cllrrent meters used at
our water treatment facilities, and water meters used in the distribution syste,m on customer's
accounts. The District currently has an average estimated 15% loss of the water produced. The
average unaccounted for water is 346 AF per year from 2001 to 2007.
The St.. Charles Mesa Water District does not have the financial means at this time to
complete the study required to properly analyze the District needs.Upon completion of the study
the District will be able to budget for the required repairs or facility upgrades.
The St. Charles Mesa Water District appreciates your consideration of our request, and
looks forward to working with the Colorado Water Conservation Board on this project.

Sincerely

I}~~~ P/7~

~arles Norton / (<l;
President, Board of Directors

LJ~~ ~ .dP~~~

David K.
