<br />The District recognizes the value of its water resources and the need to use these <br />resources wisely. 1~he District has always encouraged water conservation and in 2002 <br />implemented drought mitigation Ineasures. l"'he District has n1ade great strides toward <br />conservation since 2002~ While the District has developed adequate, stable and reliable <br />water supplies, it still has insufficient water supplies to meet drought delnands. The <br />District is aware that increased water conservation will inlprove its water supply <br />reliability and mitigate the impact of future droughts~ <br /> <br />l"he District will use the requested grant funding to complete a Water Conservation Plan <br />for submission to the OWCDP for approval. The processes and procedures outlined in <br />the "Water Conservation Plan Development Guidance Docun1ent" will be used for the <br />Plan development. The Plan will contain goals for water conservation so the District can <br />become more water efficient and reduce the need to develop or acquire new water <br />supplies. rrhe Plan will also contain guidelines to monitor, evaluate, revise and update <br />the adopted plan once it has been approved by the OWCDP. <br /> <br />Trhe St. Charles Mesa Water District is requesting a grant thru HB04...1365. The District <br />currently serves 4023 water taps east of Pueblo with a service are of approximately 64 <br />square Iniles. In the past few years the District has been experiencing an increase in it~s <br />unaccounted for water. In an effoli to determine the cause of the increase the District has <br />engaged Young Technology Group to help develop a plan. This will include a review of <br />current water accounting practices, leak detection survey, analyzing the current meters <br />used at our water treatlnent facilities, and water n1eters used in the distribution system on <br />customer's accounts. The District currently has an average estimated] 5% loss of the <br />water produced. The average unaccounted for water is 346 AF per year from 2001 to <br />2007. <br /> <br />The District will continue to use and seek out new water wise mallagement systems and <br />practices. The requested funding will facilitate the developn1ent and adoption of a Water <br />Conservation Plan that will ensure years of a safe, stable supply of affordable water to the <br />District Custonlers. <br /> <br />Page 7 of 10 <br />
