<br />d) The Statewide Water Supply Initiative conducted by CWCB identified a 220/0 <br />gap between water needs and water supplies in the South Platte Basin by <br />2025. Water conservation is one method the City can use to help fill the gap <br />between water needs and water supplies. <br /> <br />The City of Evans in located in Weld County and is bordered by the cities of <br />Greeley and Garden City on the north, Kersey to the east, La Salle to the <br />south, and Milliken to the southwest. The municipal boundaries are generally <br />located between Two Rivers Parkway on the west, the City of Greeley on the <br />north, the South Platte River on the south, and 1st Avenue on the east. The <br />City of Evans covers approximately 7.2 square miles. <br /> <br />The City of Evans has a 25-year agreement with the City of Greeley (updated <br />in 1998) where Greeley provides treated water to Evans through 15 master <br />meters. The City of Greeley owns and operates master meters that measure <br />flow as it enters the City of Evans distribution system. In this agreement, <br />Evans secures and brings raw water to Greeley in the amount of their <br />projected water demand plus 150/0 for shrinkage. The amount Greeley will <br />treat is not restricted at this time as long as Evans provides the water. The <br />City of Evans does not have any pump stations or storage facilities within its <br />water system. <br /> <br />The City of Evans water rights include trans-basin and mutual irrigation <br />company rights. They have 3,400 units of Colorado Big Thompson (C-BT) <br />water in the variable rate program. The average annual yield of the variable <br />C-BT units is 0.7 ac-ft per unit, and the firm yield for this supply is <br />approximately 0.6 ac-ft, which would include a 0.5 ac-ft quota and 0.1 ac-ft <br />carryover. They own 18.75 rights in the Loveland Greeley Reservoir <br />Company, 44.83 shares of the Seven Lakes Reservoir Company, and 147.93 <br />shares in the Greeley Loveland Irrigation Company. The respective firm <br />yields of the reservoir companies are 24 ac-ft/right, 5 ac-ft/share, and 0.5 ac- <br />ft/share. The City also owns 1000/0 the Evans Town Ditch which has a firm <br />yield of 6,117 ac-ft. This water is for irrigation purposes only. <br /> <br />The City of Evans water distribution system consists of approximately 83 <br />miles of pipe ranging in diameter from four to twelve inches. The older part of <br />the distribution system was constructed between 1904 and 1907. Recent <br />development has resulted in new water mains in the developing areas. <br /> <br />6. In this Water Conservation Plan, the City of Evans will quantify its current water <br />usage, develop water conservation programs and measures to implement, and <br />determine the benefit-cost of the implementation. The plan will describe new <br />conservation measures and goals the City intends to achieve.
