clearWATERsolutions

water rights · planning · engineering

May 8, 2008

Ms. Tammie Petrone
Colorado Water Conservation Board
1313 Sherman Street, 7th Floor
Denver, CO 80203

RE: Revised City of Evans Water Conservation Planning Grant Application

Dear Tammie:

The City of Evans is interested in developing a Water Conservation Plan to guide the
effective and responsible use of their water resources. The City Council understands
that, in accordance with HB04-1365, having a State-approved Water Conservation Plan
is prerequisite to obtaining financial assistance from the Colorado Water Conservation
Board (CWCB) and the Colorado Water Resources and Power Development Authority.
Evans currently has a loan with CWCB and is interested in maintaining eligibility to
acquire future loans for water projects.

On behalf of the City, we are submitting the attached revised planning grant application
for a Water Conservation Plan. The total cost to complete the plan is $46,792. The City
proposes to match $10,220 with in-kind services and $5,000 cash, which is 32.50/0 of
the total project. The City requests a grant for $31,572 from CWCB to complete the
plan, which will cover a ten-year planning horizon from 2009 to 2018.

As discuss, small water provider does not translate to a smaller grant request in all
cases. Typically, larger water providers with dedicated conservation staff have the
resources to update and maintain better records, and they also have existing planning
documents that can be referred to for data. In addition, these plans are requiring much
more effort due to the increasing standard and need for a high quality report for an
increased probability of successful implementation. In recognition of this, the City is
willing to contribute cash that was not originally anticipated.

As you will see in the attached revised planning grant application, the City Council is
committed to implementing effective long-term water savings measures and programs.
The City wishes to do its part in saving water for the region and a Water Conservation
Plan will help them meet this commitment.

8010 S.
