Gary: We now have no consensus to move forward with either basin or state funds. Would <br />anyone like to make a motion to vote on this? (no one spoke up here) Gary encouraged Wayne and the <br />applicants to bring the app back in another form if they'd like. Gary asked for more volunteers on the <br />Needs Assessment Committee. <br />Virgil: wished to make clear that the RT thinks that this is a worthy project that needs to get <br />done, but it's a question of whether this is the appropriate source of money. <br />Discussion ensued about the issue of controlling growth when the availability of water is limited. <br />Joe Kelley: asked for a procedure clarification regarding the super majority vote. He then <br />made a motion to vote on the application as presented at the next meeting. SeEtta seconded the motion. <br />6 were in favor. The motion did not pass. <br />Julia Murphy: Wanted to address the concern about uncontrolled growth on anon-renewable <br />water supply. If you do not have the data that depletions are occurring, then the interpretation by county <br />government is that there is not a problem. They will not see a problem unless there is new data to prove <br />it. <br />Mr. Smith: Lives in the SE corner of the state. He has personally been measuring 65 wells for <br />the State Engineer's office every year for 14 years out of his own pocket. He recommends that <br />concerned residents do the measuring themselves. <br />5. Presentations <br />• City of Aurora: Activities in the Arkansas Basin -Mark Pihfer <br />Due to computer problems, this presentation was postponed. There is a handout on the side <br />table. Please look at it before the presentation, so we can an informed O&A. <br />• Colorado water - 2008 season: Steve Witte <br />Snow pack projections from earlier in the year have changed. Snow pack at the first of May is <br />at about 134% of normal. It's the second highest snow pack of any basin in the state. Doesn't anticipate <br />the 112,000 acre feet of storage in John Martin Reservoir that was predicted. Although the snow pack <br />has declined some, stream flow hasn't really increased yet. Because we have EI Nino and EI Nina both <br />occurring, we have a pattern of cooler weather with some precipitation, followed by warmer weather. This <br />should continue into the 3~d week of June.
