3. Sub-Committee Reports: <br />• Groundwater Committee: Gary Barber <br />The Groundwater Conference Report has been submitted to Director Sherman, including a <br />recommendation from the EI Paso County Water Authority. Would like to have a meeting at the <br />groundwater committee to see what the Roundtable might like to recommend. Review goes through <br />July 1. The review is available at the IBCC website. <br />• Ag Efficiency Working Group: Committee has not yet been formed. <br />• Guidelines for Water Transfers: Lawrence Sena <br />Committee met May 8t" & 9th. Met with David Carlson, DU professor; James Pritchett, Ag <br />Economic professor at CSU; Alexandria Davis, Assistant Director of DNR; Don Wilkins, retired CSU <br />Sociology Water Lab professor; and Mark Smith, professor of Economics at Colorado College. We <br />received valuable input from all these individuals, helping us to refine the matrix. <br />The matrix is a process that will evolve over time, not a product. Today they met with Harris <br />Sherman and Don Elliman, Director of the state Office of Economic Development. To implement the <br />process we have developed, we should probably focus on developing models, a pilot program or two, and <br />potential future legislation. The executive committee will receive an executive summary by the end of <br />May. Roundtable members will receive a copy of the information in the first week of June, then on June <br />11t", after the Roundtable meeting, we hope to meet with anyone who wishes to engage in a dialogue <br />with the committee. The committee would like to make a formal presentation to the roundtable in August. <br />Lawrence complemented all the members of the committee for their work and input. <br />• Needs Assessment Subcommittee Report: Jim Broderick <br />The consumptive needs subcommittee will meet after this meeting. We've captured more data <br />than was captured in SWSI I, so the snapshot is more inclusive. Once everyone has reviewed the data, <br />we will have a more whole picture of the needs in the basin. The intention is to adopt the needs <br />assessment at next month's Roundtable meeting. <br />• Non-Consumptive Water Needs Subcommittee: SeEtta Moss <br />The committee has begun its next stage, which is to work on areas that need further <br />quantification. Mentioned that the Gunnison RT has adopted our process. It will also be used on the <br />basin-wide Tamarisk mapping efforts that can be found at: www.arkwipp.orq <br />4. Water Supply Reserve Account Grant Requests <br />• Town of Fowler, Jonathon Fox <br />Ken Young presented two projects for the Town of Fowler. <br />The Town of Fowler was incorporated in 1900 and is located 30 miles east of Pueblo. The <br />existing water system in the Town of Fowler is supplied by North Springs. First project is to install a back <br />feed line to prevent water customers from losing water if the main trunk line needs repair. Helps us <br />comply with state requirements. The goal is to serve all residents from the existing potable water storage <br />tanks. Cost estimate totals $328,441. They are asking for $91,000 from the roundtable: $81,000 from <br />state funds and $10,000 from basin funds. Other monies will be received by the Town of Fowler, DOLA <br />and USDA. <br />2nd project is to develop new water sources. Selenium levels are becoming too high from <br />current source. Would like to develop the new water source and connect to current system. The flow <br />data shows a better quality and quantity from the new springs. Cost estimate totals $678,648. They are <br />asking the roundtable for $190,000: $175,000 from state funds and $15,000 from basin funds. Other <br />monies will be received by the Town of Fowler, DOLA and USDA. <br />Jeris expressed his support. Tom Brubaker asked whether there is current debt. Debt service <br />will be paid off this year. DOLA funding has not yet been received. Tap fees in Fowler are $500, state <br />average is $5,000. There are not a lot of new taps purchased in Fowler. Virgil mentioned that Fowler <br />doesn't have a conservation plan in place. He would like to see Fowler create a conservation plan. Virgil <br />asked whether the roundtable should require all applicants to show that a conservation plan is in place. <br />2 <br />
