<br />Eric W.: Yes, Corps of Engineers wanted one central entity to work with; <br />CWCB is the entity representing all the other entities; CWCB will <br />therefore contract with the Corps for that extra water, and then issue <br />allotment contracts for the amount of water for level of participation for <br />each of the involved entities; reallocation of flood storage capacity to <br />conservation storage, then through this effort will be allocated to <br />participants. <br />T om Iseman: $ 1 million not included for in-stream flow? <br />Eric W. : Yes, the $ 1 million did stay in the bill. <br /> <br />Harold Evans: As per national legislative, President did sign funding for <br />the Three Species on South Platte; <br />Les Williams: President did sign the bill, but the appropriation has not yet <br />been done; <br />Eric W: $157 million appropriation; <br />Don Ament: $12 million per year; Ament was in D. C. for this; but this is <br />not a line item in natural resources; this is not spelled out therefore will be <br />a task to watch this to make sure the Bureau carries through. (Ament <br />represents the State of CO on the Three State issue). <br /> <br />Education Liaison Report: <br />Bert Weaver: Next meeting is on May 16 in Walden. Water law video is <br />available; if anyone wants one, contact Bert Weaver. <br />Diane Hoppe: Water Law video available through web site? <br />Sasha Charney: Available through cfwe.org website <br />Mike Shimmin: 16 minutes; Justice Hobb gives historical perspective of <br />the development of prior appropriation doctrine; discussion of ground <br />water; interesting and educational; one poem at the beginning@ <br /> <br />Non-consumptive Sub-Committee: <br />Tom Iseman: Will present after repOlis. <br /> <br />Phreatophyte Sub-Committee: <br />Bob Streeter: Meeting on May 13; 1-4pm; moving toward bringing in all <br />interested participants to move forward for specific plan for funding <br />requests; waiting for letters from state and a few counties. <br />Large meeting today; 94 people invited; 59 people attended today; Weld <br />County provided facility; Russian olive and tamarisk are being targeted <br />Accomplishments: Expression of considerable interest; comments re: <br />specific goals must include restoration of riparian zone in addition to <br />eradicating Russian Olive and Tamarisk. <br />Weld County has offered a specialist to help lead the formulation of the <br />plan. <br />Volunteers to join in steering committee; CO Forest Service; Upper South <br />Platte Conservancy District; Boulder County. <br /> <br />3 <br />
