PLANNED AND ACTUAL MILESTONES, PRODUCTS, AND COMPLETION <br />nATF~ <br />Project Team Members developed a Scope of Work for Phase I of this project, including <br />scheduled deliverables. Generally, the time needed to complete deliverables was <br />underestimated and most of the milestones were not met on time. <br />The collaborative watershed planning process is time consuming because it is predicated <br />on generating consensus among stakeholders with competing interests. Our Project <br />Team consisted of representatives from water utilities, municipalities, counties, drinking <br />water providers and the environmental community. These stakeholders often had <br />different perceptions and opinions on the direction of elements of this project. This <br />phenomenon was particularly evident during the completion of the Nutrient Problem <br />Statement (see Appendix A). <br />Initially, six press releases were scheduled throughout Phase I (Table 1). Following the <br />first press release, which announced the kickoff of the project, the proj ect team decided to <br />cancel plans for remaining press releases.
