SPDSS Memorandum -Final
To: Ray Alvarado, Ray Bennett
From: Riverside Technology, inc., Chris Woodward, Nils Babel, and Timothy Martin
Subject: SPDSS, Spatial System Integration Component Task 93.2, 93.3, 93.4, 93.5 -Mapping
Historic Land Use
Date: January 9, 2007
1. Introduction
The Spatial Systems Integration component of the South Platte Decision Support System (SPDSS) is
mapping and classifying current and historic land use, irrigated lands, and irrigation service areas for both
ground and surface water. This memorandum provides details on the methods used to conduct a number
of activities conducted under Task 93: Mapping Historic Land Use, including:
• Task 93.2: Mapping of Historic Land Use for the 1980s;
• Task 93.3: Mapping of Historic Land Use for the 1970s;
• Task 93.4: Mapping of Historic Land Use for the 1950s; and,
• Task 93.5: Assignment of Water Supply for Three Dates Historic Land Use.
The objective of Task 93 is as follows:
Historic land use for the 1980s, 1970s, and 1950s including irrigated areas, water supply, and
major crop types will be mapped using satellite imagery, historic maps, aerial photography and
applicable GIS data and agricultural statistics.
This memorandum complements the SPDSS Technical Memoranda for Task 93.1: Historic Aerial
Photography and Satellite Imagery Search, Task 89.2: Crop and Land Use Classification Procedures for
Year 2001, and Task 91: Map Wells, Irrigation Systems, and Irrigation Service Areas for Year 2001.
1.1 Overview
Procedures for mapping historic land use conducted under SPDSS -including data processing, reference
data collection and processing, enhancements, interpretation, classification, water sourcing, and
evaluation with their corresponding project subtasks -- are shown in Figure 1. The SPDSS Study Area
consists of the South Platte River Basin in Division 1, and in Division 6 the North Platte (District 47) and
the Laramie River (District 76) Basins. (The historic mapping procedures were adapted from 2001
SPDSS methods, and modified for the historical time periods and available data. As with 2001, these
procedures followed a hierarchical approach starting with the classification of irrigated lands and
continuing with the classification of irrigated crops. Mapping of irrigated lands during the 1950s used
historic aerial imagery; procedure modifications are discussed. Historic water source assignments were
performed last before overall evaluation and final quality control and quality assurance (QC/QA).
2. Data Pre-Processing
Landsat Thematic Mapper (TM) and Multi-Spectral Scanner (MSS) data sets were acquired from the
United States Geological Survey (USGS) and imported in ERDAS Imagine file format from the National
Land Archive Production System (NEAPS) file format. (For more details on Landsat data acquired for
this project task, refer to SPDSS Technical Memorandum 93.1.)
Page 1 of 59 ~Rfveris~Ce 9ecl~n~Pogy1,. ~r~co
r ,,,
