Example of Irrigated Parcels, Service Areas, and Diversions <br />2.3 Locating Wells and Well to Parcel Matching <br />2.3.1 Obtain and Locate Permits and Decrees <br />Records on irrigation wells are archived in the State's HydroBase database as decreed wells. After the <br />preliminary irrigation service areas were created and diversion structures were assigned to irrigated <br />parcels, the well locations for decrees were obtained from HydroBase. The locations for decreed <br />irrigation wells greater than SOgpm were evaluated for matching to irrigated parcels in non-designated <br />basins. Locations for well permits greater than SOgpm were also obtained for comparison with the <br />decreed wells and for matching to irrigated parcels in the designated basins. <br />RTi obtained a Visual Basic program created during the RGDSS that was designed to match well permits <br />with well decrees. The program was tested with well permits and decrees from Division 1. Initially it <br />appeared that the program was not working correctly as there were no matches. A few adjustments were <br />made to the data and the program, which resulted in a few matches. The program relies on choosing <br />different matching criteria and ranking the criteria with different levels of importance. This part of the <br />program was not well documented. Various matching criteria were tested; however, very few matches <br />were made. Discussion with State and Division 1 personnel revealed that each well permit should have a <br />decree. Further research also revealed that each well permit may not represent a physical well. The <br />decision was then made by the State to use only the well decrees for well-to-parcel matching in the non- <br />designated basins and not match decreed wells with permitted wells. The permitted wells would be used <br />to match to irrigated parcels in designated basins where there are no well decrees. <br />Additional well location data also was researched in order to obtain the most complete and up to date <br />information on irrigation wells. Many organizations and databases were reviewed, including the Division <br />1 well location program. In 1998, Division 1 began a program, currently on hold, to locate wells in the <br />field with GPS. Much of this data was obtained and plotted on maps. After obtaining and plotting the <br />GPS well locations, wells were related to their matching decreed well and the distance between the GPS <br />location and decreed location was measured. It was found that some GPS locations were near their <br />decreed location while others were not.
