MEMO -TASK 91, APPENDIX F
COMMENTS AND CONCERNS
Following are comments and concerns regarding the above analysis:
All the wells contained in the Lost Creek db are expected to have permits and should be part of
the HydroBase db. Therefore, it is appropriate to ask why some wells in the Lost Creek db were
not matched to a permit in the HydroBase db. To answer this question, additional analysis was
performed using the original HydroBase db (not reduced based on division, basin and yield).
Based on this analysis the reason 55 wells in the Lost Creek db could not be matched to a well in
the (reduced) HydroBase db is because some had a bad basin identifier, some had a bad division
identifier, and some had missing yield data.
2. The number of duplicates is not sensitive to the 50-meter distance criteria used for Step 4 of the
approach. As presented in Table F. 3, the number of potential duplicates is relatively insensitive
to distances of 1, 50, and 100 meters, respectively. Because 1 meter is considered too
conservative and 100 meters has the potential of over estimating the number of duplicates, 50
meters was determined appropriate for Step 4.
Table F. 3.
Matching Results Distance
1 m 50 m 100 m
Total records after Step 3 352 352 352
Records removed in Step 4 55 66 72
Total Records after 4 Steps 297 286 280

Match of PERMIT of Lost Creek wells 178 174 170
a
Match of OLD_PERMIT of Lost Creek wells
86
83
81
Subtotal Matches 264 257 251
Number of duplicate records (31) (27) (24)
b
Total uni ue matches
233
230
227
Uni ue matches 82% 81% 80%
After removing all the records that match PERMIT of Lost Creek wells
b
Match either PERMIT or OLD PERMIT
Total records in Lost Creek db (>= SOgpm) =285
3. There are 56 (286-230) unique records in the HydroBase dB that did not match any records in
the Lost Creek dB. This is expected because older records in the HydroBase dB have been
subject to less quality control than newer records. In addition, if a permit were issued to
construct a well that is never build it would remain as valid permit in the HydroBase dB unless
the user reports this decision to the State.
The lost Creek dB has been enhanced to include a unique HydroBase field (receipt #) and
provided to the designated basin team to preserve the matching analysis performed herein.
5. The unique list of wells obtained from the HydroBase dB using the method described herein has
been provided to the designated basin team to assist their effort to develop final permits for other
(non Lost Creek) designated basins. To further assist in this effort a subset of this list that
identifies which well permits were assigned to irrigated parcels is expected to be developed by
the SPDSS irrigated acreage assessment.
Page 31 of 55 ~,I"'~fversfde Technolagy, Pnc.
Wafer Rexoxces Enginec.•rnq arzd Cnrzsv+lr~g
