Appendix F -Unique Well Permit Selection Methodology <br />SPDSS Memorandum <br />Draft <br />To: File <br />From: Chunming Yu and Ray Bennett <br />Subject: SPDSS GIS Use of Well Permits to Assign Water Supplies in Designated Basins. <br />Date: November 18, 2005 <br />INTRODUCTION <br />The majority of wells located outside designated basins in Division 1 are decreed based on discussions <br />with the Division 1 engineer. Therefore, the water right database can be used to tie wells to irrigated <br />lands in this part of the basin. Fortunately, the ID associated with a water right is unique for every well. <br />The majority of wells in designated basins in Division 1 are permitted not decreed. Therefore, the well <br />permit portion of HydroBase (HydroBase db) must be used to tie wells to irrigated lands in this part of <br />the basin. Unfortunately, the ID with suffix associated with a permit is not unique for every well In <br />fact, the suffix portion of added to a permit ID often indicates an activity or status code (e.g. AB <br />indicates abandoned). <br />Lost Creek is the only designated basin in Division 1 that has had final permits issued by the State <br />Engineers office. This activity has resulted in a database (Lost Creek db) which can be used to evaluate <br />the accuracy of any method used to identify unique permits (wells) for use in estimating ground water <br />supplies to lands located in designated basins. <br />The objective of this memorandum is as follows: <br />1. Develop an approach to estimate unique wells in the permit database (HydroBase db) for use <br />in estimating water supplies to lands located in Designated Basins, and <br />2. Evaluate the accuracy of the proposed approach by comparing its results to the final permit <br />database (Lost Creek db) available for the Lost Creek Designated Basin. <br />APPROACH <br />1. Estimate Unique Permits <br />In order to estimate unique wells in the HydroBase db that might be located in the Lost Creek designated <br />basin, the following activities were performed: <br />1. Wells with a division equal to 8 (designated basin), basin equal to 5 (lost creek), and yield <br />larger or equal to 50 gpm were identified. <br />2. Inappropriate permits were removed because they had activity or status codes equal to the <br />following: "AB" "AD" "AH" "AP" "AW" "CA" "CP" "EP" "MH" "TH" "TW" "CP" <br />(see Attachment 1 for a definition). <br />3. Duplicate permits regarding permit number (permitno) were removed if they had the same <br />permit number (w/o suffix). <br />4.
