However, FMCC would like to pursue grant funding to construct <br />siphon vaults and accelerate canal lining to reduce maintenance, improve safety, and reduce seepage. It is <br />estimated that seepage could be reduced by 0.95 CFS for each canal mile that is lined. In addition, an <br />estimated 0.5 acre-feet of water each year could be saved each year by automating the Fire Mountain <br />Canal wasteway. <br /> <br />Examine Alternative Water Fee Schedules <br /> <br />Irrigation companies within the NFWCD use flat pricing structures. Water prices are determined during <br />annual budget meetings and set on a per share basis. However, flat water rates do not accurately reflect <br />variable costs to deliver water. FMCC experiences additional staff costs for water delivery to small users <br />and for managing water transfers and leases. FMCC would like to examine a sliding scale pricing structure. <br />A sliding scale pricing structure would allow FMCC to recover some of the additional costs associated with <br />delivering water to Ismail users. In addition, FMCC would like to incorporate fees to cover additional <br />administrative costs associated with water transfers and leases. FMCC will evaluate the feasibility of <br />implementing varioys pricing structures. <br /> <br />Restrict Transfer of Water Shares down the Fir<e Mountain Canal <br /> <br />Land irrigated by the Fire Mountain Canal is not tied to specific parcels of land. Therefore, water shares <br />can be transferred to other landowners located elsewhere on the canal. As water shares are transferred <br />down the canal, the water delivery system runs into capacity problems. To address this issue, the FMCC <br />would like to maintain a moratorium on future transfer of water shares. This will eliminate the problem of <br />exceeding conveyalilGe capacity of the canal, specifically, at Roatcap siphon. <br />, ,. <br /> <br />Work with the D~lta County on Subdivision Review <br /> <br />Agricultural land conversion is a growing concern within the NFWCD. Subdividing agricultural land can <br />produce concerns for the irrigation companies. For example. homes placed near irrigation ditches can <br />affect maintenance operations. Ditch companies would like to continue collaborating with county and city <br />governments to minimize the impacts of subdivisions on irrigation delivery systems. While this currently <br />may not be a pressing issue, it will only increase in the future. Irrigation companies may need to develop <br />policies with local governments to ensure that before final subdivision plats are accepted, impacts on <br />irrigation delivery systems are mitigated. <br /> <br />Weed Control <br /> <br />Noxious weed control is an ongoing concern along existing canals and laterals. The integrity of farm fields <br />can be threatened ~s seeds of noxious weeds are transported through irrigation delivery systems. Irrigation <br />companies also encounter resistance to herbicide application from some landowners. <br /> <br />The private ditch companies would like to continue collaborating with the Delta County Noxious Weed <br />Program to address outbreaks of noxious weeds.
