The original intent of this subtask was to fill data gaps only as required by one of the modeling tasks. As <br />discussed above, diversion records were filled at the request of the consumptive use and water rights <br />planning tasks. <br />Subtask 4. Develop Historical Data Access Procedures <br />The form interfaces were discussed above. Database development was done to support the DMI <br />development effort. Database development staff worked with system integration staff to develop the <br />low-level DMI library routines. Task memoranda have been produced describing these efforts under <br />Task 1.05. <br />Subtask 7. Design and Implement a Database to Contain Data Used in the Hydrosphere <br />Implementation of the CRAM Model of the Gunnison River Basin <br />A set of INFORMIX tables was created to contain these data, and the tables were populated with the <br />data. However, these tables are currently considered to be temporary tables, and therefore are not related <br />to any other tables in the CRDSS database. <br />Physical Order Key. Design and Implement a Proof of Concept Data Structure that Can Be Used <br />to Search for and Group Data Based on the Relative Location of a Point in a Basin. <br />This activity was not part of the original scope of work. The purpose of this activity was to assist the <br />water rights planning effort by developing a data structure that could be used as part of a DMI to develop <br />natural flows, group diversions, and as a tool to determine the relation between structures (whether a <br />structure is upstream or downstream of another structure). This data structure would be developed with <br />both relational database tools (INFORMIX) and GIS tools (ARC/INFO). The usefulness of the data <br />structure depends on knowing and being able to code the stream order into a data structure. A <br />considerable amount of work would be necessary if the stream order were coded using project resources. <br />The EPA is in the process of producing a GIS stream order coverage known as the River Reach 3 <br />coverage. RTi has attempted to get the coverage since early November, 1994. We have received a <br />coverage for part of the District 59 in Division 4. However, the EPA has been unable to provide the <br />project a users? manual, which is needed to fully implement the data structure. <br />The most recent information (1/5/95) from the EPA is that it will provide the rest of the coverage and a <br />users? manual during the first quarter of 1995. Using the data received, RTi was able to infer the stream <br />order structure that is part of the coverage. The River Reach 3 coverage was overlaid with a diversion <br />structure to test whether it would be possible to traverse a stream network and find a family of structures <br />or to determine the relationship between structures. A macro was written for ARC/INFO that could <br />traverse a simple stream network and find the desired information. This demonstration is sufficient to <br />demonstrate that the River Reach 3 coverage could be used to generate the type of data structure <br />discussed above. Note that additional work would be needed to make this concept a workable part of the <br />CRDSS. <br />3.0 CONCLUSIONS AND RECOMMENDATIONS <br />The following recommendations are made for consideration in the Phase IIb scoping process: <br />5 <br />A275 01.09.95 1.08-2 Greer <br />
