Explore arrangements for data sharing and cooperative agreements with external users and the
?
State. Assess the agencies? data needs, and the viability of alternate sharing arrangements, fees,
and database maintenance responsibilities.

Conduct an executive-level workshop to consider administrative aspects of implementing the
?
CRDSS within the DNR. Protocols and definition of division of responsibilities between the
CWCB and DWR should be addressed. Concepts of multi-agency coordination and
collaboration should be reviewed as they are being accomplished elsewhere.

Acknowledge and design a process for continuing interaction with external users. The process
?
should provide for periodic meetings and forums to 1) develop agreements for access to the
CRDSS, 2) develop standards for data exchange and sharing, 3) provide training in the use of
the CRDSS databases and models, and 4) address water management issues and the uses of
CRDSS for addressing those issues. This interaction may involve continuation of the TAC and
the Technical Subcommittees.

Patience is recommended for all involved in development and implementation of the CRDSS.
?
Patience will help immeasurably in addressing uncertainties involved with expectations of new
capabilities, new job functions, and potential evolution of modes for interagency coordination.

16
A 275 01.09.95 1.19-1 Johnson, Grigg, Tang
