CRDSS <br />TASK MEMORANDUM 1.19-1 <br />User Involvement <br />CRDSS USER SURVEY <br />1.0 ISSUE <br />The CRDSS user involvement program (UIP) was charged with conducting a user survey to obtain <br />information relevant to various users? needs and desires for the CRDSS. Potential CRDSS users were <br />identified by the CRDSS State management team and were divided into internal (i.e., within the <br />Department of Natural Resources [DNR]) and external (i.e., outside the DNR) groups. A series of <br />CRDSS prototype demonstrations and focus group workshops were held during which an informal <br />questionnaire was distributed. Results from those workshops and questionnaire surveys comprise the <br />primary data used in this report. Other information obtained from literature and experience with decision <br />support system (DSS) development and implementation provides background information. <br />2.0 DISCUSSION/ANALYSIS <br />Introduction <br />Background <br />The CRDSS UIP seeks to facilitate two-way communication between CRDSS developers an d users in <br />meeting the goals of the CRDSS. The intent is to augment the efforts of the CRDSS developers in <br />promoting and facilitating their interactions with the CRDSS users, as well as seeking information from <br />the users to enhance the CRDSS database, models, and interfaces. The outcome sought is that the <br />CRDSS meet the needs of the users, and that the users develop a basis for "ownership" of the CRDSS <br />which sustains its beneficial use. In general, the user involvement process is part of the product - a <br />working and accepted CRDSS. The UIP seeks to accomplish the following: <br />Establish a process for communication with and among users. <br />? <br />Show the users what the DSS is and how it can be used. <br />? <br />Review the CRDSS Feasibility Study and other statements of need. <br />? <br />Learn from the users what their jobs are and how they describe the decision problems with <br />? <br />which they deal. <br />Provide a forum for the users to participate in the development of applications scenarios <br />? <br />specifying how the DSS can be used to address their job functions. <br />Assist in developing a common vision among all users of the utility and role of the DSS in the <br />? <br />various decision processes. <br />Objectives <br />The CRDSS user survey was conducted to gage the potential impact of the CRDSS on operational and <br />management processes of the different agencies that will be using the system. <br />1 <br />A 275 01.09.95 1.19-1 Johnson, Grigg, Tang <br />
