allows rapid development of database access applications; however, such software demands <br />that the PC be networked with the database server. The consultant recommends that <br />CRDSS software that is developed to run on a PC be limited to database applications <br />software and other applications that can be expected to run on a PC with a standard <br />configuration (this issue will need to be more specifically detailed when the extent of PC <br />support is determined). <br />Applications can be developed in a supportable manner on PCs and workstations by <br />? <br />following supported standards (see Task Memorandum 1.05-28). The use of a portable <br />GUI builder for development results in GUI applications will run on PCs and workstations <br />(see Task Memorandum 1.05-15). If PCs are to be supported by the CRDSS, then <br />additional funds should be made available for such efforts. <br />The products required by users (e.g., graphs, reports) need to be determined as part of the <br />? <br />User Involvement Program. The procedures for creating the products will depend on the <br />types of products identified and the mode of access for the PC. <br />Two-way communication between PCs and the CRDSS should be studied; however, the <br />? <br />consultant recommends that initially PCs only be able to query the CRDSS database. <br />Access to E-mail should be provided to PC users who access the CRDSS with a SLIP <br />connections so that they can forward comments to the CRDSS development team. <br />Policy Issues: <br />The water users and their computer environments need to be fully identified by the State <br />? <br />and as part of the User Involvement Program. <br />The State needs to detail their long-term plans in supporting PC users who access the <br />? <br />CRDSS. If this effort involves RTi, then provisions need to be made for scoping out the <br />involvement of RTi under the CRDSS scope. <br />The State needs to determine who will be able to run CRDSS models and whether such <br />? <br />access should be given to PC users. Allowing PC users to run models on PCs identify <br />technical problems that need to be addressed. <br />The State needs to evaluate whether a fee will be charged to access the CRDSS. If a fee is <br />? <br />imposed, then an accounting procedure needs to be developed to track CRDSS access. <br />8 <br />A275 06.29.94 1.05-29 Malers <br />
