CRDSS <br />TASK MEMORANDUM 1.05-27 <br />User Involvement Program Summary <br />1.0 ISSUE <br />The user involvement program (UIP) is directed to soliciting users' input into the design and <br />development of the CRDSS to help ensure that the system meets users' needs and to facilitate their <br />acceptance and continued use of the system. The UIP involves a variety of activities for identifying <br />and tracking user needs and formalizing their input. It also involves various communications to the <br />user community on the CRDSS to enhance their understanding and access to the CRDSS. The UIP <br />includes installation of a prototype system at the State's offices in Denver as well as other <br />mechanisms, including meetings, workshops, and written communications, to solicit user input <br />throughout the CRDSS project. <br />This memorandum summarizes the UIP plan for Year 1, including activities accomplished during <br />Phase I and activities planned for Phase II. <br />2.0 DISCUSSION/ANALYSIS <br />Program Elements <br />The major elements of the UIP include: <br />Advisory committee coordination <br />? <br />Meetings with user groups <br />? <br />Group workshops <br />? <br />Written documentation <br />? <br />Briefing Room prototype <br />? <br />Other user involvement enhancements <br />? <br />Monitoring and background research <br />? <br />The advisory committees have been established to address technical and administrative issues within <br />CRDSS development. These include issues of database development; water rights, consumptive use, <br />and big river modeling; interfaces; and policy scenarios. The technical subcommittees, along with <br />State management staff, the Technical Advisory Committee, and others provide invaluable guidance <br />to the CRDSS project. <br />Meetings of various kinds involve UIP staff as "participant observers" or listeners with the aim of <br />keeping track of user statements of needs and preferences, and informing them of project status. <br />Informal interviews are conducted to elicit users' input. "Open house" briefings, open public <br />meetings, and the like are conducted per the direction of CRDSS project management. Meetings will <br />be held in the water divisions to initiate communications with division staff, to identify water <br />management and planning issues, and to introduce the CRDSS. <br />1 <br />A275 05.10.94 1.05-27 Johnson <br />
