Description
This memorandum evaluates whether the USBR cutoff dates for the delivery of water to water-short alfalfa and pasture grass are appropriate or if new procedures for estimating cutoff dates should be developed for the Gunnison River basin.

that the amount of irrigated area ( 216 acres) may be overstated, particularly since the ditch is decreed for
only 1.22 cfs. The ditch diverts
from Spring Creek and has two water rights (7.81 cfs, Admin.number = 12744; and 5.94 cfs, Admin.number
= 29038.2748). Its senior right is the N o. 7 priority on Spring Creek. Even so, the ditch did not divert in
July, August, and September in 4 of the 6 years of the study period. The water supply is probably limited
by physical availability in this tribut ary stream. The USBR cutoff dates could not be applied to this ditch.
For this analysis, the availability of data limited the investigation. Most of the ditches identified by the
State could not be used because they were not wate r-short or their data were incomplete. The analysis
completed on the six ditches that were analyzed is se nsitive to the input data used to derive the consumptive
use and the diversions. If the consumptive use is overstated because the SCS modified Blaney-Criddle
overestimates crop consumptive use or if the irrigated area is less than the value used, ditches that have
appeared to be water-short may, in fact, not be. If th e opposite is true, i.e., either the SCS Blaney-Criddle
6
A 275 01.09.95 1.14-24 Walter
