NORTH PLATTE BASIN ROUNDTABLE WATER SUPPLY RESERVE ACCOUNT GRANT CRITERIA <br />Criteria Interpretation Sheet <br />I. Threshold Requirements (Basin and Statewide grant applications must meet these threshold requirements) <br />A. L`sing data arzd information from S7iS'I and other appropriate sources and in cooperation with the oiz-going <br />State~i~ide lYtrter~ <br />Supply btitiahve, develop a basinwide consm~nptive and nonconsumptive water supply needs assessment, conduct an m~alysis o f available unappropriated ~~~aters within the basin, and propose <br />projects o~° <br />methods, both str7~etural and nonstrarctnral, for meeting those needs and nti7izing those unapp~°opriated waters ~~~here appropriate. <br />II. CWCBIIBCC Criteria (Statewide grant applications ~i~ill be e~~aluated using these criteria and the Roundtable may use these criteria as general guidance to help evaluate Basin Account <br />grant applications.) <br />A. Promoting Collaboration and Cooperation <br />i. Actirih~ addresses multiple needs, consumptive andlornon-consumptive needs, or the needs and issues of multiple interests/basins <br />ii. The number alyd h pes of entities represented in the application alyd the degree to tirhich the activity- will promote cooperation and collaboration among haditioiual consumptive <br />hater interests and/or <br />non-corisunrptive irterests, and if applicable, the degree to which the water activity is effective in addressing intrabasin or interbasin needs or issues <br />B. Facilitating Water Activity Implementation <br />i. Funding from this Account frill reduce the uncertairty that the eater activity will be implemented <br />ii. There is an urgency of need for the seater activity and/or any compelling "srindosr or opporturity'' that may be missed without fiurding <br />iii. Preference Brill be give to activities which can be implemented in the least amount of time considering the complexity of the activity <br />iv. The applicant has the expertise and abilih~ to implement the proposed activity- <br />~~. The applicant is providing matcling fiords and the amount of the matching fined; or is obtaiiing partial funding from other sources and the amount alyd source of such other fiords <br />or is providing <br />demonstrable in-kind contributions <br />vi. The applicant has demonstrated need for financial assistance based on the inabilih~ or difficulfi obtaiiing fiuuhng elsewhere <br />C. Meeting Water Mairagement Goals and Objectives and Identified Water Needs <br />i. The seater activity helps complete a needs assessment that was not fiilly fimded from other sources or meets one or more water management objectives identified in the SWSI initiative, <br />includinga <br />(1) sustainably meet nnuicipal and iidush~ial demands: (2) sustainably meet agriculhual demands; (3) optinize existing and fi~hue water supplies; (~) eril~ance recreational opporhuities; <br />(>) provide <br />for enviromnental erilrancements; (6) promote cost effectiveness; (7) protect culhu~al values; (8) prop°ide for operational fleubilih : (9) comply with all applicable laws: or helps <br />implement projects <br />w~lich help meet Colorado's fixture water needs. <br />ii. The seater activity promotes grater conseiti~ation and efficiency <br />iii. The applicant has ale existing water conseiti ation plan <br />iv. The grater activity trill make new water available for use <br />~-. The grater activity involves reoperaion, enlargement, or rehabilitation of existiig facilities <br />D. The grater activity assists in the recover}° of tlueatened and endangered ~rildlife species or Colorado state species of concern <br />iv. The grater activity provides a high level of benefit to Colorado in relationship to the amount of fiords requested <br />~-. The seater activity is conrplimentaitir to or assists ii the inplementation of other CWCB programs <br />r°i.
