3.0 Model Development <br />The RGDSS CU and Losses Summary for the period 1991 through 1995 was created <br />using the StateCU graphical user interface (GUI), a generic data driven consumptive use <br />program (see StateCU Documentation). The process requires historic estimates of crop <br />consumptive use and other (non-agricultural) uses. The Historic Crop Consumptive Use <br />Anal.. si~port describes the process used to generate historic crop consumptive use <br />estimates. The Rio Grande Consumptive Uses and Losses Summary -Other (non- <br />a~ricultural) Uses Procedures Memorandum, included as Appendix A, describes the <br />process used to estimate other (non-agricultural) consumptive use. In addition, the CU <br />and Losses Summary allows an incidental loss factor to be used to increase the crop <br />consumptive use estimate to account for losses "incidental" to crop irrigation. These <br />losses may include but are not limited to vegetation located along canals and drains. <br />The procedure for preparing a CU and Losses Summary is described in the StateCU <br />Documentation. Following is a brief description of the major steps: <br />1. A historic crop consumptive use analysis is performed <br />2. An other (non-agricultural) consumptive use analysis is performed <br />3. A CU and Loss Summary is prepared <br />Once a CU and Loss Summary is complete, results can be viewed, printed, and saved in <br />both tabular and graphical formats. The number of summary years is only limited by the <br />number of corresponding years in both the crop consumptive use and other consumptive <br />use scenarios. The Rio Grande CU and Losses Summary was prepared from 1991 <br />through 1995 as part of Task 7. An incidental loss factor of 5 percent was used. A 5 <br />percent incidental loss factor is considered to be a conservative estimate in lieu of <br />specific incidental loss studies. An estimate less than 5 percent is typically used in water <br />rights transfer cases throughout Colorado. <br />RGDSScusumm.doc 6 of 11 November, 2000 <br />
