6.0 Comments and Concerns
Incidental losses include losses associated with agricultural development such as vegetation along
canals, ditches, laterals, drains, and "tail water" areas. Vegetation along conveyance systems in the
Rio Grande is generally sparse, without the phreatophytes seen in areas with a relatively constant
water table or more precipitation. Therefore, further investigation into incidental losses may show
that 5 percent is too conservative.
