or efficiency, to determine actual consumptive use.
1. Data Collection
Municipal consumptive use includes urban, rural, commercial, and public use. The data
necessary for determining municipal consumptive use for a basin include:
• county population estimates,
• city population estimates,
• representative per capita use for urban, rural commercial, and public users,
• use variance by month.
Annual county and municipal population estimates were obtained from the Colorado
Census Bureau WEB Site at http://www.dola.state.co.us/demo /d~ emo~ htm. The
following steps will lead to the appropriate files:
• Access the WEB Site at the above address
• Choose "County Population Estimates"
• Save the population estimates to disk, or extract the information from the screen
• Return to the above address and choose "Municipal Population Estimates"
• Save the population estimates to disk, or extract the information from the screen
Table 6 shows representative per capita gross usage and corresponding consumptive use
ratios for urban, rural, commercial, and public use. Gross usage was estimated based on
interviews with towns in the Rio Grande basin, described in memorandum RGDSS
Surface Water, Task 4.8 - M&I Water Use, Hydrosphere July 1999. Annual
Consumptive Use was estimated to be 40 percent as described in memorandum RGDSS
Ground Water, Task 16 - Pumping Data, HRS, Apri12000. The M&I Water Use
memoranda described above do not separate commercial and public use from municipal
urban use. Therefore, commercial and public use are included in the municipal urban use
and were not calculated separately.

Municipal water use varies from the average throughout the year depending on the
amount of lawn watering, among other factors. Monthly factors, representing the percent
of the average use applicable for Colorado are shown in Table 7. These factors are
