WHEREAS, the hydrology information for Kiowa Creek has been developed using
detailed engineering techniques, as incorporated in Resolution No. 75; and

WHEREAS, the Colorado Water Conservation Board has developed a publication
entitled "Guidelines for Determining 100- fear Flood Flows for Approximate Floodplains in
Colorado (Guidelines)", which provides regional regression equations for estimating 1 OO-year
peak flows for selected Colorado streams; and

WHEREAS, the 100-year flow for all of the other streams delineated in the FIR besides
Kiowa Creek may be estimated by utilizing the appropriate regression equation within the South
Platte River Basin, Subregion SPL-1 (Eastem Plains Subregion), as set forth in the Guidelines;
providing that the stream's drainage area falls within the applicable range for the appropriate
regression equation as set forth in the Guidelines, and, where appropriate, by an examination of
the hydrologic information contained in the Drainage Study and in the Flood-Prone Areas
Study; and

\VHEREAS, the drainageways within the Town of Kiowa listed in Table 3 below are
within the applicable range for the regression equation set forth in the Guidelines for the South
Platte River Basin, Subregion SPL-1; and
