\ FLOOD INSURANCE STUDY 1.0 INTRODUCTION 1.1 Purpose of Study .- ,. The purpose of this Flood Insurance Study is to investigate the existence and severity of flood hazards in the unincorporated areas of Garfield County, Colorado, and to aid in the administration of the Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. Initial use of this information will be to convert the unincorporated areas of Garfield County to the regular program of flood insurance by the Federal Insurance Administration. Further use of the information will be made by local and regional planners in their efforts to promote sound land use and flood plain develop- ment. 1.2 Coordination In July 1975, a notice of study initiation, which contained a request for pertinent data" was published in the Glenwood Post. The following agencies and organizations were contacted for maps and other information useful to the study: the Planning Departments for Garfield County and the City of Rifle, the Garfield County Surveyor, three local libraries, the Colorado Department of Highways, Colorado State University, the U.S. Soil Conservation Service, the U.S. Bureau of Land Management, Fraser and Gingery, Inc., and Eldorado Engineering. Two coordination meetings held during the course of the study were attended by representatives of the Federal Insurance Administration and the U.S. Army Corps of Engineers as well as county and local officials. The report was presented to the public in a final coor- dination meeting held on June 22, 1976, which was attended by representatives of the Colorado Water Conservation Board as well as the previously mentioned agencies. No objections to findings in this report were raised at the meeting. 1.3 Authority and Acknowledgments .; The source of authority for this Flood Insurance Study is the National Flood Insurance Act of 1968, as amended. '. ~ -'" The hydrologic and hydraulic analyses for this study were performed by the U.S. Army Corps of Engineers, Sacramento District, for the Federal Insurance Administration, under Inter-Agency Agreement Nos. lAA-H-16-75 and IAA-H-7-76, Project Order Nos. 20 and 1, respec- tively. This work, which was completed in June 1976, covered all flooding sources affecting the unincorporated areas of Garfield County. \-..
