Dear Mr. Lang;

In accordance with Section 37-60-106 (1)(c) C.R.S., as amended, the Town of Kiowa is
requesting that the Colorado Water Conservation Board consider the designation and
approval of flood hazard areas within the town's corporate limits, as depicted in the
Flood Hazard Boundary Map, Town of Kiowa, Colorado, Elbert County, revised
February 27, 1976. The designation action should be subject to revisions to the Flood
Hazard Boundary Map based on information contained in the report entitled Flood
Plain Information, Kiowa Creek at Kiowa, Elbert County, Colorado, dated January
1976. As you are aware, the Flood Plain Information report for Kiowa Creek was
previously designated and approved by the Colorado Water Conservation Board, at the
request of the Elbert County Board of Commissioners. Based on historic experience, we
believe that previously designated report appropriately represents the flood hazards
associated with Kiowa Creek within the town. The Flood Hazard Boundary Map also
contains floodplain information for other drainages which mayor may not be
representative of additional flood hazards in Kiowa.

We request that CWCB staff review the Flood Hazard Boundary Map and the Flood
Plain Information report for possible designation and approval at the CWCB' s regular
meeting scheduled for March 29 - 30, 1999. We would like for CWCB staff to examine
in the field and discuss with town officials the information shown on the Flood Hazard
Boundary Map and in the Flood Plain Information report. Subject to the findings of
those discussions, we request that the approximate floodplain information contained in
the Flood Hazard Boundary Map, as refined with or replaced by selected information
from the Flood Plain Information report and other analyses, be designated by the
Colorado Water Conservation Board.
