Evans <br />Acting Director, CWCB <br /> <br />Ms. Theresa DuVall, Clerk <br />Town of Kiowa <br />Box 237 <br />Kiowa, CO 80117 <br /> <br />Dear Terri: <br /> <br />I am writing this letter concerning the Flood Hazard Boundary Map (FHBM), revised <br />February 27, 1976, for the Town of Kiowa. You may be aware that the FHBM is the <br />official floodplain map for the town with regard to the National Flood Insurance Program <br />(NFIP). You are certainly aware that the Town of Kiowa does not currently participate in <br />the NFIP. Nevertheless, the Colorado Water Conservation Board (CWCB) believes that <br />the FHBM may actually provide a crude representation of some of the flood hazards <br />within the town. We believe that replacing that part of the FHBM pertaining to Kiowa <br />Creek with the floodplain information contained in the report entitled Flood Plain <br />Information, Kiowa Creek at Kiowa, Elbert County, Colorado, dated January 1976, <br />prepared for Elbert County by United Western Engineers, would best represent the Kiowa <br />Creek flood hazards in Kiowa. We recommend that we review the remaining <br />information on the FHBM pertaining to other drainages, and then revise it as appropriate. <br /> <br />We would like to examine both the FHBM and the United Western Engineers floodplain <br />information with the Town of Kiowa staff and any interested elected officials. We would <br />like to determine the appropriate boundaries for floodprone areas within your corporate <br />limits, for Kiowa Creek and other drainages in the town. We would also like to assure <br />that the Town of Kiowa is aware of the means available to it to guide proposed <br />development activities in the vicinity of any flood ha7..ard areas, including the adoption of <br />floodplain regulations and, possibly, participation in the NFIP. <br /> <br />Colorado state law requires that the Colorado Water Conservation Board designate and <br />approve all floodplain information that is used by local governments in Colorado for <br />regulating land use in their jurisdiction. We propose to designate and approve the Kiowa <br />FHBM at the March 29 - 30, 1999 meeting of our Board. We need a letter of request <br />from the town, dated no later than February 26, 1999, requesting that our Board take <br />formal action to review the map and possibly designate and approve it. To assist you <br />with the preparation of a letter of request, I have included a sample letter to be used as a <br />guide. <br />
