HB 0~-1177 permits basins to stud- and implement voluntary transfers bettyeen basins in <br />Colorado. ~ti°hile reaffirming existing eater rights and the prior appropriation s~-stem. It states in <br />relevant part: <br />37-7~-102. Water rights -protections. (1) It is the polio- of the General Assemble that the <br />cul7ent system of allocating ~~,°ater within Colorado shall not be superseded, abrogated, or <br />otherwise impaired bti~ this article. Nothing in this article shall be interpreted to repeal or in any <br />manner amend the elisting water rights adjudication system. The General Assembly affirms the <br />State Constihrtion's recognition of water rights as a private usufruch~alti~ property right, and this <br />article is not intended to restrict the ability of the holder of a water right to use or to dispose of <br />that water right in any malmer permitted under Colorado lacy. <br />HI3 1177 has ~ stated goals: <br />1.
