Report will provide the basic data needed to develop strategies and priorities for future management of the <br />Roaring Fork watershed in Phase 11 of the Roaring Fork Watershed Plan. Phase Il of the Plan will include a <br />set of Goals and Objectives to be developed through citizen input and in consultation with local governments <br />and water massagers. Phase II of the Plan will yield a set of findings on critical issues raised by the data <br />developed in the Roaring Fork Watershed Plan. Although the exact nature of those findings caiulot be <br />predicted at this time they might address such issues as: <br />• The potential impact of increased transbasin diversions on local water quantity and quality <br />• The projected impacts of residential and commercial growth and changing land uses on local water <br />resources <br />• Local wildlife habitat, wildlife populations or ecosystem components that might be threatened due to <br />changing water uses <br />• Use trends in areas of domestic water use, agriculture, recreation and in-stream uses, commercial and <br />industrial uses and conservation <br />• Trends in water quality <br />h1 addition, the Plan will include recommendations for future water management policies and activities to be <br />submitted for the consideration of local water managers and governments. Those recommendations will be <br />tied to accomplishment of the Plans Goals and Objectives. <br />Recommendations might address the following: <br />• Water conservation measures to be adopted by major water users and suppliers <br />• Drought management policies <br />• River and lake setback standards <br />• Construction standards aimed at protecting water resources from constn~ction -related, impacts <br />• Stormwater treatment standards <br />• Water rights acquisition programs <br />• Specific water development projects aimed at meeting the Plan's goals and objectives <br />• Further studies or follow-up projects <br />The applicant considers these findings and recommendations to be fully consistent with, and supportive of <br />the recommendations of SWSL They also consider these potential reconunendations to be consistent with the <br />WSRA guidelines. More specifically, the recommendations will be consistent and fully compatible with <br />existing state water law and with existing water rights. The recommendations will not seek to overturn, <br />subvert or challenge those laws and rights but will instead suggest ways in which water management can be <br />improved within the context of those laws and rights. Recommendations will be developed in a cooperative, <br />collaborative process that will emphasize consensus and compatibility with existing policies and regulations. <br />
