Water Supply Reserve Account -Grant and Loan Program <br />Water Activity Summary Sheet <br />Applicant: Grand County <br />Water Activity Name: Grand County Stream Management Plan, Phase III: Grand County <br />Amount Requested: $100,000 <br />Source of Funds: Colorado Basin Account <br />Matching Funds: Yes, Grand County $296,546 <br />Water Activity Purpose: Non-consumptive needs assessment/activity <br />County: Grand <br />Drainage Basin: The Upper Colorado River <br />Water Source: The Colorado River headwaters in Grand County including the Fraser and its tributaries, <br />sections on the Williams Fork below the reservoir on Muddy Creels, on the Blue River, and on Willow <br />Creels. <br />Water Activity Summary: <br />Grand County was established February 2, 1894. Grand County is a subdivision of the State of Colorado and <br />meets the eligibility requirements of the Account as a government agency. The Colorado Constitution <br />Article XIV establishes the orgaiuzation of the County. The Board of County Comnussioners is the directing <br />body for the County as authorized by the Colorado General Assembly. <br />Overvie~~~ of the Water Activity <br />Grand County has contracted and funded Phases I and II of the Stream Management Plan (SMP) with the <br />intent of developing a scientifically defensible and comprehensive SMP. Phase III is anticipated to begin in <br />the spring of 2008. Grand County is asking for partial financial assistance of Phase III. <br />The Grand County SMP is a study of water needs in selected stream reaches in Grand County. From the <br />SOW, "The goal of Phase 3 is to perform stream assessments and analysis for restoration opportunities and <br />the development of a master plan for implementing restoration projects along the Fraser and the Upper <br />Colorado River. This phase will also include continued coordination on development of alternative flow <br />operations that might help achieve recommended flows developed in Phase 2." <br />The Grand County SMP focuses on 27 study sections that extend from the headwaters of the Fraser and its <br />tributaries, down through the towns of Winter Park, Fraser, Tabernash, and Granby, the confluence of the <br />Fraser and Colorado Rivers, and on down through Windy Gap Reservoir, the towns of Hot Sulphur Springs <br />and Kremmling, and ends below Pumphouse at a site entitled "Below Gore Canyon." There are also sites on <br />the Colorado River headwaters, on the Williams Fork below the reservoir on Muddy Creek, on the Blue <br />River, and on Willow Creek. <br />Grand County is currently involved in two finl7ing projects; one by Denver Water and the other by the <br />Municipal Subdistrict of the Northern Colorado Water Conservancy District. These two projects will assist <br />Colorado in utilizing its entitlement under the compact. The SMP will provide data to assist in determining <br />how stream health can be accomplished if these two projects proceed to fn~ition. The SMP will enable the <br />
