Daniels <br />Mesa County District Attorney <br />Courthouse Annex <br />PO Box 20,000 <br />Grand Junction, CO 81502 <br /> <br />Dear Sir: <br /> <br />Complaint and request for remedial Action <br /> <br />This is to request an investigation by your office to determine if federal, state, <br />and local government employees have intentionally falsified public documents. <br /> <br />This request is the result of my reading a letter suggesting changes to Orchard <br />Mesa Irrigation District (OMID) accounts to u....alleviate Charles Campbell's con- <br />cern that his property would be 'encumbered." <br /> <br />This November 8,1996 letter to Jim Rooks is from William D. Hamann. Jim <br />Rooks is James D. Rooks, OMID manager. Mr. Hamann is the owner of West- <br />water Engineering Consultants, and the author of the Mutual Mesa Lateral <br />(MML) feasibility study dated September 20,1996. <br /> <br />Concerned as to why Mr. Hamann would propose this change, I studied three <br />other documents related to the MML project that appear to have been inten- <br />tionally altered. These documents are: 1) Salinity Control Contract (92-233) 65- <br />8B05-4-3207; 2) CWCS Loan Contract & Promissory Note C1532723; and 3) the <br />Mutual Mesa Lateral (MML) feasibility study. <br /> <br />You are asked to review these three documents, plus several others I have en- <br />closed, for unauthorized signings; for holding OMID taxpayers responsible for <br />repayment of a loan of which they do not benefit; for holding OMID landowners <br />responsible for repayment of a grant, if withdrawn by the United States because <br />it was found to be faulty, and for producing associated documents intentionally <br />designed to conceal wrongdoing. <br /> <br />So that you might understand these documents better I have prepared a back- <br />ground of the events. Following this background, I have summarized these <br />documents. Additionally, I have prepared a section entitled "What Is It" that <br />deals with questions that have occurred to me. This section is followed by a <br />summary which details my view of those involved. <br /> <br />1 <br /> <br />/------ <br />
