Norton, Attorney General <br />State Of Colorado <br />1525 Sherman Street <br />Denver, Co. 80203 <br /> <br />Dear Ms. Norton: <br /> <br />Enclosed is a copy of a letter I have written to Frank Daniels, Mesa <br />County District Attorney, requesting prosecution of government employees for <br />intentionally falsifying public documents in a manner that has caused injury to <br />me and all Orchard Mesa Irrigation District (OMID) landowners. <br /> <br />These government employees include Ms. Linda Bassi and C. Richard <br />Pennington of your law office. Ms. Bassi is the attorney of record for the three <br />court cases referenced in the letter to Mr. Daniels. Mr. Pennington is the attor- <br />ney that approved the loan contract referenced in that letter. <br /> <br />Also, Mr. Daniels has been asked to investigate John Van Sciver, Jan lI- <br />lian, Bill Green, Mike Serlet, and William Stanton for altering documents to as- <br />sure issuance of the loan Mr. Pennington approved. As I understand, your office <br />represents these Colorado Water Conservation Board (CWCB) employees. <br /> <br />I draw your attention to statements made by Bill Frey, OMID attorney, at <br />the January 25, 1996 OMID annual meeting, and again at an October 31, 1996 <br />special meeting (regarding issuance of a salinity control grant). The minutes of <br />these meetings show that Mr. Frey said that he and (unknown) persons within <br />your office opined OMID was not subject to Amendment #1. <br /> <br />Enclosed is a copy of a fax transmittal cover sheet to Linda Bassi from <br />Flint B. Ogle. Mr. Ogle and Mr. Frey jointly represent OMID in this matter. Mr. <br />Ogle's faxing Ms. Bassi documents associated with the issuance of the CWCB <br />loan suggests she is the unknown person within your office Mr. Frey is referring <br />to when opining at these meetings OMID is not subject to Amendment #1. <br /> <br />Also, I have enclosed a copy of a letter dated April 26,1996 to me from <br />William Stanton. The second paragraph of this letter states that my complaints <br />to him about the CWCB loan injuring me was being reviewed by your office and <br />that the loan would not be issued to OMID until OMID had submitted a detailed <br />, feasibility study of the Mutual Mesa Lateral (MML) project. <br /> <br />1 <br />
