Mr. Jim Rooks, Manager of the Orchard Mesa Irrigation District, will be present at the meeting
to discuss the project and to answer questions.

STAFF RECOMMEND A TION

The staff recommends:

1. That a construction fund loan authorization in an amount of $1,000,000 be
approved for the Orchard Mesa Irrigation District (not to exceed 75% of the actual
total project costs) at an annual interest rate of 4% and for a duration of 30 years,
for the rehabilitation of the District's Mutual Mesa Lateral, and

2. That the Orchard Mesa Irrigation District be authorized to refinance their
existing CWCB loan (Contract C-153519), at an annual interest rate of 5% and for
a duration of 30 years, and

3. That loan approval shall be contingent upon staff evaluation of the District's
rmandal condition and ability to pay, and upon all standard contracting provisions
of the CWCB.

ACTION TAKEN BY THE CWCB JANUARY 25. 1995:

The CWCB approved the staff recommendation as presented.
