Box 356 <br />Palisade, CO 81526 <br /> <br />RE: <br /> <br />Rehabilitation of the Mutual Mesa Lateral <br />Initial Loan Approval <br /> <br />Dear Mr. Rooks, <br /> <br />Concerning your application for a loan from the Construction Fund, I am pleased to inform you <br />that the Colorado Water Conservation Board (CWCB) has decided to include your request for a <br />$1,000,000 loan to rehabilitate the District's Mutual Mesa Lateral in its recommendation to the <br />Colorado General Assembly. <br /> <br />The CWCB recommended a loan term of 30 years at an interest rate of 4% for this $1,000,000 <br />authorization. The CWCB also authorized your district to refinance its existing CWCB loan at <br />an interest rate of 5% for a term of 30 years, at its option. I have attached a copy of the updated <br />Board memo concerning the Orchard Mesa Irrigation District. Please refer to page 3 of that <br />memo and to the section "Action Taken by the CWCB, January 25, 1995". Your Construction <br />loan will be considered by the State General Assembly as part of the 1995 Construction Fund <br />Bill, with passage expected in May 1995. <br /> <br />The Board has given their initial approval subject to the following conditions: <br /> <br />a. A feasibility study with an updated engineering cost estimate to evaluate the technical <br />and financial feasibility of the project is required. This cost estimate must be <br />accompanied by the NRCS plans and specifications upon which it is based. You should <br />also include a written discussion of the alternati ves the Company has considered, and state <br />why the selected alternative was chosen. Mr. Bill Green of this office (303-866-3441) <br />can provide assistance and guidance, and will ultimately be reviewing the cost estimate <br />and written discussion of alternatives. <br />
