pointed out that some of the upstream sites are heavily impacted by the
fire and they have to decide what projects will be the best fit. Steve added
that from a policy standpoint that they need to know whether or not they
can work on Forest Service land before they proceed much further.

5) Recreation Analysis
. The meeting participants agreed that this agenda item had been covered
in satisfactory detail earlier in the meeting.
. Eric had a follow up point on the EDAW two feet issue brought up in the
last meeting. A draft letter has been written that will be coming out in a
week or so addressing this issue and land development guidance.
. Also, COE as a policy on removing trees-the trees that die will need to
be removed. However, the trees will not come out until we know they are
dead. Eric doesn't know what kind of leeway there will be in leaving dead
trees for habitat formation but their main policy is concerning dam safety
and the trees have to come out. This issue will also be covered in the
letter.

6) Wrap-up: Summary of Next Steps and Next Meeting Date
. Fred informed the group that there are several utilities that have not been
previously addressed that will be potentially inundated if the reallocation
occurs. These include a 6 inch gas pipeline that goes under the bridge,
and a Denver Water pump station.
. Gary asked if these made it into the EDAW report but it was determined
that they were not included because they were new and in place after the
GIS database was created. Fred will give the list of impacted facilities to
Eric and it will also go to Tetra Tech to be included in Chapter 3. The
COE will have to evaluate all these contracts. Eric asked Gary and Fred
to coordinate on these-Dave wants a copy to give to EDAW for their
analysis.
. Fred added that the water entities that will have pumping stations at
Chatfield will have to come to the COE for conservation easements. And
any mitigation on these easements will have to be taken into
consideration.
. Brooke said that they are looking into hiring a PR Firm and they are
moving forward with lots of good ideas. Eric added that he wants the
public to know that they are looking into alternatives and that all decisions
have not been made yet. Rick said that when the Cooperators develop a
plan on how to roll out things to the public they will run it by the COE.
. Next Meeting: Thursday, April1th, 2008: 9:00 am - 12:00 pm in the
Tetra Tech Conference Room. Gary will check on room availability
and inform Tom B.

Tetra Tech

7
