<br />1.0 INTRODUCTION <br /> <br />1.1 ApPROACH <br /> <br />1.1.1 Federal/state cooperation. Cloud seeding to increase pre- <br />cipitation has been an ongo1ng activity in various parts of the world <br />for more than three decades. During this period great advances have <br />been made in our knowledge of cloud and precipitation processes and in <br />the instrumentat ion available to develop this knowledge. On the other <br />hand, as stated 1n a recent report (Statistical Evaluation of Cloud <br />Seeding Operations, Changnon, Gabriel and Hsu; Ed. Gabriel et al. 1980) <br />lithe opinion (of Brownlee 1960; Neyman and Scott 1961) seemed to be that <br />reliable evidence could be obtained only from randomized experiments. <br />And yet, 20-odd years later, experimental evidence is still inconclusive <br />and one is loath to ignore altogether the large amount of data available <br />from many commercial or state seeding projects." <br /> <br />Supporting this line of reason1ng 1S the 1978 report to the Secre- <br />tary of Commerce, liThe Management of Weather Resources," Harlan Cleve- <br />land, Chairman. In this report a 20-year program of act ion was recom- <br />mended. Among these recommendations, two areas of weather modification <br />were identified as having highest priority, one being snowpack augmenta- <br />tion from winter mountain clouds, the other, rain enhancement from <br />convective clouds in agricultural areas during growing seasons. Another <br />related recommendation was to initiate a cooperative federal/state/local <br />effort to garner the maximum scientific knowledge from selected opera- <br />tional cloud seeding projects. <br /> <br />In response to this need for action, a design study for assess1ng <br />ongoing operational cloud seeding programs was sponsored by the National <br />Oceanic and Atmospheric Administration (NOAA). The winter cloud seeding <br />project in Utah was selected for evaluation by NOAA, in cooperation with <br />the State Division of Water Resources. The cloud seeding project itself <br />is carried out by the North American Weather Consultants (NAWC).
